Agendas of Reform: Continuity and Change in Australia’s NDIS

The team behind the Adjudicating Rights for a Sustainable NDIS project have recently published an article in Social Policy & Society. The article uses text mining techniques to track and reflect on changes in NDIS policy principles as expressed in reform and policy documents from 2011-2019.
The shifting prevalence of terminology across the timeframe, including ‘rights’, ‘costs’, ‘sustainability’, ‘family’ and ‘community’ are outlined and discussed in relation to subsequent reforms and ongoing dilemmas about designing policy that ensures rights and entitlements, while balancing cost, sustainability and consistency.
